Calvert County, MD Building Permit Fees (2026)
Residential building permit fees from the official Calvert County Inspection & Permits Fee Schedule (FY27 fees, effective July 1, 2026), published by the Division of Inspections & Permits in the Department of Planning & Zoning. Calvert County, on the Chesapeake Bay peninsula around Prince Frederick, prices residential building permits by floor area, not by construction value: $0.12 per square foot of finished floor area and $0.06 per square foot of unfinished floor area, each with a $60 minimum, plus a $25 application fee. New homes also owe a separate county excise tax. Every figure below is verified against county documents; any estimate is labeled as one.
This page covers: Residential building permit fees charged by the Calvert County Division of Inspections & Permits under the FY27 Inspection & Permits Fee Schedule: the $0.12 and $0.06 per square foot floor-area rates, the $60 minimums, the $60 flat fee for permits not based on square footage (pier, fence, swimming pool, demolition), the $25 application submittal fee, and related charges. The county's residential plumbing, gas, and electrical permit fees and the residential excise tax on new homes are summarized for reference.
This page does NOT cover: Planning & Zoning review fees that apply only in some cases (Critical Area review $125, architectural review in Town Center and Rural Commercial districts), Town of Chesapeake Beach and Town of North Beach town fees, water and sewer connection and utility charges, Health Department septic and well permits, recording fees, and grading permits unless shown. Building permit totals below exclude the excise tax unless a row says otherwise.
Town note: Calvert County issues building permits countywide, including inside Chesapeake Beach and North Beach. Owners in those two towns get town approval first (the county asks for a Beach Application Approval with the building permit package) and may owe town fees on top of the county figures here.
Calvert County, MD charges $0.12 per square foot of finished floor area and $0.06 per square foot of unfinished floor area, with a $60 minimum on each, plus a $25 application fee. A new 2,400 sq ft home pays $313 to Inspections & Permits, but the county's residential excise tax adds $12,950 per new single-family home. Pools, fences, piers, and demolition are a flat $60 plus the $25 application fee. Trade permits are separate, and Maryland adds no statewide permit levy.
- Residential building permits are priced by floor area, not by construction value: $0.12 per sq ft finished and $0.06 per sq ft unfinished, each with a $60 minimum.
- Because of the $60 minimum, any finished project up to 500 sq ft and any unfinished project up to 1,000 sq ft pays the same $60 permit fee.
- Every residential building permit application carries a $25 submittal fee, due when you apply; the permit fee itself is paid after approval and before issuance.
- New homes owe a residential excise tax of $12,950 per single-family unit ($7,800 schools, $3,500 roads, $1,300 parks, $350 solid waste), far more than the permit fee.
- Trade permits are separate: plumbing is $100 for the first fixture plus $10 each additional; the residential electrical minimum is $100; plumbing and electrical applications each add $25.
- The schedule has no residential line for decks, re-roofs, or interior remodels, so ask the county how those are priced.
Calvert County Residential Building Permit Fee Schedule
The Inspection & Permits Fee Schedule sets one residential fee and one commercial fee per line. On the residential side, building permits are priced by finished or unfinished floor area, or by a $60 flat fee when the work is not measured in square feet. New homes, additions, finished basements, garages, pools, fences, and demolition are wired into the PermitPrice fee calculator using these rates.

The residential column does not name decks, sheds, re-roofs, or interior remodels; the $150 renovation and remodel line is a commercial fee.

How Calvert County Calculates Building Permit Fees
| Step | What Happens | Calvert County Rule |
|---|---|---|
| 1. Measure the floor area | Split the project into finished and unfinished square footage. | Finished floor area at $0.12 per sq ft; unfinished floor area at $0.06 per sq ft. |
| 2. Apply the $60 minimum | A small project pays the minimum instead of the calculated amount. | Each floor-area line has a $60 minimum. Work not based on square feet (pier, fence, pool, demolition) is a flat $60. |
| 3. Application fee | A $25 fee is paid when you submit. | The application fee is due on submittal; the permit fee is paid after approval and before issuance. |
| 4. New homes: excise tax | A new dwelling owes the county excise tax. | $12,950 per single-family unit, plus the $50 Home Builder Guaranty Fund fee when a home builder files. |
| 5. No value basis, no levy | Construction cost does not enter the building fee. | No valuation-based residential building fee and no Maryland statewide percentage levy. |
Worked Examples
Example 1: New single-family home, 2,400 sq ft finished
| Fee Component | Rule Applied | Amount |
|---|---|---|
| Building permit (finished floor area) | 2,400 sq ft × $0.12 | $288.00 |
| Application submittal fee | Flat | $25.00 |
| Inspections & Permits Total | $288 + $25 | $313.00 |
| Residential excise tax | $7,800 + $3,500 + $1,300 + $350 | $12,950.00 |
| Permit + Excise Tax | $313 + $12,950 | $13,263.00 |
Assumptions: All 2,400 sq ft is finished floor area. Every figure is exact from the FY27 schedule and the FY 2027 adopted budget. An attached garage or unfinished basement is added at $0.06 per sq ft; the schedule does not say whether its $60 minimum applies separately when one permit has both finished and unfinished area, so ask the county. A registered home builder also pays the $50 Home Builder Guaranty Fund fee ($13,313 total). Plumbing, gas, and electrical permits, Critical Area or architectural review, and water and sewer charges are not included.
Example 2: Residential addition, 600 sq ft finished
| Fee Component | Rule Applied | Amount |
|---|---|---|
| Building permit (finished floor area) | 600 sq ft × $0.12 | $72.00 |
| Application submittal fee | Flat | $25.00 |
| Building Permit Total | $72 + $25 | $97.00 |
Assumptions: The addition is finished living space. Exact from the schedule. A smaller addition of 500 sq ft or less hits the $60 minimum, so it pays $85 ($60 + $25). New circuits, plumbing fixtures, or gas lines need their own trade permits (plumbing and electrical applications are $25 each).
Example 3: Detached garage, 600 sq ft unfinished
| Fee Component | Rule Applied | Amount |
|---|---|---|
| Unfinished floor area | 600 sq ft × $0.06 = $36, below minimum | $60.00 |
| Application submittal fee | Flat | $25.00 |
| Building Permit Total | $60 + $25 | $85.00 |
Assumptions: The garage is counted as unfinished floor area, which is how this page applies the schedule's unfinished line to garages; confirm with the county. The $60 minimum controls until unfinished area passes 1,000 sq ft (a 1,200 sq ft pole barn: $72 + $25 = $97). Garage wiring needs an electrical permit with its $100 residential minimum and $25 application.
Example 4: In-ground swimming pool
| Fee Component | Rule Applied | Amount |
|---|---|---|
| Building permit (not based on sq ft) | $60 flat + $25 application | $85.00 |
| Electrical permit (in-ground pool) | $150 + $25 application | $175.00 |
| Pool Building + Electrical Total | $85 + $175 | $260.00 |
Assumptions: Exact from the schedule. The $150 in-ground pool electrical line covers four inspections; the schedule charges $60 for an additional encapsulation inspection not done at the same time as the bonding (PDB) inspection. A pool barrier fence, if permitted separately, is another $60 + $25. An above-ground pool is $85 for the building permit; its electrical line is $60, but the schedule also prints a $100 minimum residential electrical permit, so the electrical side may be $85 or $125 with the application - ask the county.
Practitioner Insight
Calvert County's building permit is inexpensive per square foot: $0.12 for finished space, so a 2,400 sq ft house pays $288 plus the $25 application. Nearby Cecil County charges $0.30 per sq ft, or $720 for the same house. For a small addition (500 sq ft or less of finished space) or any pool, fence, pier, or demolition permit, the building permit comes to $85: the $60 minimum or flat fee plus the $25 application.
The number that matters for a new home is the excise tax, not the permit. At $12,950 per single-family unit it is more than 40 times the Inspections & Permits fee on a 2,400 sq ft house. Waterfront lots add more: building and grading permits in the Chesapeake Bay Critical Area carry a $125 Critical Area review, and a pier is its own $60 permit. In Chesapeake Beach and North Beach, start with the town, because the county wants the town's approval in the permit package. Call Inspections & Permits at 410-535-2155.

When This Estimate May Not Apply
Your property is in Chesapeake Beach or North Beach
The county still issues the building permit, but the town reviews the project first and the county asks for a Beach Application Approval with the permit package. Town permit and zoning fees are on each town's own schedule and are not included here.
Your project mixes finished and unfinished area
Each floor-area line carries a $60 minimum. The schedule does not say whether a small unfinished portion of a larger permit (for example, a garage on a new house) pays its own $60 minimum or only $0.06 per sq ft. This page does not combine the two lines; ask the county.
Decks, sheds, roofs, and remodels are not named
The residential column names only finished floor area, unfinished floor area, and a $60 flat line for work not based on square feet. This page gives no fee for decks, sheds, re-roofs, or interior remodels, and the calculator does not offer them for Calvert County.
Waterfront, historic, and Town Center lots
Critical Area review ($125), architectural review in Town Center and Rural Commercial districts ($100 new home, $50 accessory or addition), historic area work permits, and forest conservation reviews are Planning & Zoning items outside the building permit totals here.
The next fiscal year
These are FY27 fees, effective July 1, 2026. The county announced its FY 2027 fee changes with its FY 2027 budget, so a later budget may change them.

Permit Fees Are One Part of Your Project Budget
Once you know your Calvert County permit cost, two related numbers complete your total budget picture:
Property tax impact after your project closes
A permitted project may change the property's assessed value. Maryland's State Department of Assessments and Taxation performs that assessment and certifies it to the local jurisdiction, separately from this permit fee.
Excise tax, utility, and town charges
The new-home excise tax, water and sewer charges on new construction, Health Department septic and well permits, and town fees in Chesapeake Beach and North Beach are separate from the building permit fee.
These charges are administered separately from the building permit fee, though the responsible office and billing process vary by jurisdiction. See which tool covers each charge →
