Washington DC vs Fairfax County Permit Fees (2026)
Side-by-side comparison of two DMV-anchor jurisdictions. Washington DC uses a 4-tier valuation formula for alterations ($30 + 2% of value in the relevant Tier 3) plus a universal 10% Enhanced Fee plus a separate Green Building Fee of 0.13%. Fairfax County, Virginia uses a 3% rate on declared construction value plus a 2% Virginia state levy and a 10% county technology surcharge (Appendix Q FY2027, effective July 1, 2026). The two structures cross at different project sizes: DC is dramatically cheaper for typical residential alterations and decks; Fairfax is cheaper for in-ground pools (flat $93.52 all-in) and for sq-ft-priced new single-family homes (because Fairfax's per-square-foot wood-frame rate of $0.15 stays low at high construction values).
DC is significantly cheaper than Fairfax County for most residential projects. A $30,000 kitchen alteration: DC $735.90 vs Fairfax $1,008 - DC saves $272.10. A $15,000 deck: DC $384.45 vs Fairfax $504.00 - DC saves $119.55. A $30,000 in-ground pool: DC $260 + 10% Enhanced vs Fairfax $93.52 - Fairfax saves $192.48. A 2,000 sq ft new single-family home with $400,000 declared value: DC $532.40 vs Fairfax $336.00 - Fairfax saves $196.40. Pools and sq-ft-priced new construction are the two categories where Fairfax is cheaper. Half of the Fairfax permit fee is due at application as a filing-fee deposit and is credited at issuance (County Code 61-1-3(d)11); it is not an extra charge. Trade permits filed separately in both jurisdictions and not included in any number above.
- DC and Fairfax use opposite fee philosophies. DC's alteration tier formula caps the marginal cost at 2% of declared value (then 1% above $1M) and adds a flat 10% Enhanced Fee. Fairfax charges 3% of declared value, then adds the 2% state levy and a 10% technology surcharge on the permit fee - effective rate 3.36% for a typical alteration.
- DC wins on every value-priced category PermitPrice tested. The savings widen as project value rises: DC saves $119.55 on a $15,000 deck, $272.10 on a $30,000 alteration, and grows further at higher alteration values. Fairfax wins on in-ground pools ($192.48) and sq-ft-priced new construction ($196.40 at 2,000 sq ft).
- Fairfax wins on per-square-foot new construction. Fairfax's wood-frame (VA/VB type) rate of $0.15/sq ft applied to a 2,000 sq ft home gives a $300 base permit ($336.00 all-in with the 2% levy and 10% technology surcharge). DC's $0.03 per cubic foot applied to ~16,000 cubic feet (8-ft ceilings) gives $480 base ($532.40 all-in). Fairfax's base rate is structurally lower for typical residential cubic-foot-to-square-foot ratios, and its 12% add-ons leave a $196.40 margin.
- Decks are classified differently. Fairfax bills decks at 3% of declared value (deck-specific). DC processes decks under the alteration tier formula because the DOB Fee Schedule does not list deck as its own line item.
- Pools: Fairfax flat $83.50 + 2% levy ($1.67) + 10% technology surcharge ($8.35) = $93.52. DC flat $260 + 10% Enhanced Fee. Fairfax saves $192.48.
- Trade permits are separate in both jurisdictions. DC charges per outlet/fixture/equipment unit with 10% Enhanced. Fairfax charges tiered by amperage (electrical), fixture count (plumbing), and zone count (HVAC), plus 2% state levy. Trade permits add to the totals shown here for projects with electrical, plumbing, or HVAC scope.

|---|---|---|
| Building permit fee | 16,000 cu ft x $0.03 = $480 (2,000 sq ft x 8-ft ceiling assumption) |
2,000 sq ft x $0.15 = $300 (VA/VB wood-frame tier) |
| Plan review fee | Built into volume formula | None added (50% filing-fee deposit at application, credited at issuance) |
| Enhanced Fee (DC) / State levy (VA) | $480 x 10% = $48 | $300 x 2% = $6 levy + x 10% = $30 Fairfax tech surcharge |

| Total - Building Permit Only | $532.40 | $336.00 |
| Fairfax saves | $196.40 (36.9% cheaper in Fairfax) | |
Examples 3 and 4 are the categories where Fairfax beats DC. Fairfax's per-square-foot wood-frame rate ($0.15/sq ft) is structurally lower than DC's per-cubic-foot rate ($0.03/cu ft) for typical residential builds, and Fairfax's 12% add-ons still leave a $196.40 margin at 2,000 sq ft. The crossover depends on ceiling height: at higher ceilings (vaulted, multi-story unfinished volume), DC's cubic-foot rate makes more projects sit above Fairfax. At standard 8-ft ceilings, Fairfax wins for new SFD builds. Note: Fairfax also has higher tier rates for steel/concrete construction ($0.22 IIA/IIIA/IV; $0.28 IA/IB) - the $0.28 tier ($627.20 all-in at 2,000 sq ft) tips the result back to DC, while the $0.22 tier ($492.80) still edges DC's $532.40.

Practitioner Insight
In Northern Virginia, we consistently see jurisdictions apply surcharges that can double the base permit fee. Fairfax County's 3% rate and 10% technology surcharge are the drivers of the gap with DC. For a $30,000 alteration, Fairfax's $900 building permit alone exceeds DC's entire $735.90 all-in fee. Homeowners sometimes mistake Fairfax's 50% plan review filing fee for an extra charge; it is a deposit collected at application and credited toward the permit fee at issuance (County Code 61-1-3(d)11). DC's tier formula folds plan review into the base, making the all-in headline fee lower still.
DC's structural disadvantage is sq-ft-priced new construction. Fairfax's $0.15/sq ft wood-frame rate is one of the lowest published per-sq-ft rates among DMV jurisdictions verified to date. DC's $0.03/cubic foot at standard 8-ft ceilings works out to ~$0.24/sq ft - higher than Fairfax wood-frame. For new home construction in particular, Fairfax beats DC by about 37% at 2,000 sq ft ($336.00 vs $532.40) even after Fairfax's 2% state levy and 10% technology surcharge. The rare project where this matters is a homeowner choosing between Fairfax (Northern Virginia) and DC for a new build; for renovations on an existing home, DC is dramatically cheaper.
